Windows 8 network issues

Hi so recently I have been experiencing slow and laggy internet problems when connecting to my home wifi. Usually I would get full bars but now I can barely get 4. Whenever I try to play online games with my friends and talk on skype, calls would get dropped and I would lag really hard in the game. I have tried clicking on troubleshoot problems but I would always get resetting adapter and it would say fixed network adapter and access point but that did not help at all. My brother who also has the same laptop as me does not have this issue I would look at his bars and its full and tried checking his connection properties and such but they were similar to mine. Does anyone know how to fix this? TIA

I am using Windows 8 pro which was upgraded from windows 7

I just did the remove all files and reinstall Windows options in Windows 8 and yet my wifi bars is still lingering around 3.

This would most likely indicate a hardware problem. Are you able to post the network card of your brothers machine so that we can compare the differences since some cards can be better at receiving signal through walls and objects. Also, do you have the same problem when connected to a wired connection? By the same problem I mean laggy game-play and dropped Skype calls or not?
