Solved Help my homegroup is locked!

My homegroup wont let me allow devices for some reason. I go to settings in the control panel and try to change it and the window just closes then I go to windows 8 settings in homegroup and I see this (attachment) and its grayed out and locked.
What do I do?

I would think that turning on the streaming option in the in Advanced sharing settings would allow you to turn that setting on, you need to click on the "All Networks" button at the bottom of the page.

Then click on choose Media Streaming Options to arrive at the second page where you can put check marks to allow devices to stream.

I tried that and the control panel doesn't register any devices, even my own. It looks like this.
And if I click on anything in this window it closes.

Must admit I'm guessing here - but if you go to Control Panel > Network and Sharing Centre, and look in "view your active networks", what sort of network are you using? Mine says "private network" under the ID of my WiFi.
