    The common use for static IP address is when you use your PC as a Web Server or be able to access your PC remotely using a domain name registered with that static IP address. Depending on what ISP you have, they don't usually change your IP address if you leave your cable modem on. If you power off your cable modem or due to power outage, then a new IP might be assigned to you. However, you can also establish the same thing with Dynamic DNS.

    I desperately want to have Static IP but it seems like my ISP is so suckish that they even want money to change it back to Static , but before my bro changed it I had static with no problems...

    All most all ISP's charge extra for a static IP. Yes dynamic changes automatically, but even then you could have the same IP for quit a long time. Unless you are hosting a web site or a file server or something similar you don't need a static IP. That's why I asked you why you wanted one.

    To set up for a dynamic DNS:
    1. Google for "Free DNS host service" and register with a username & password. They will assign you a domain name. For my use, I registered with Managed DNS | Email Delivery | SMTP | Domain Registration
    2. Using the information in step 1. Log into your router and enter in the "Dynamic DNS" section. Your router will update your current IP Address with the DNS host service on a scheduled basis.
    3. In the router. Set up each PC/Devices with a port forwarding. Now you can access your PC/Devices from anywhere using the domain name assigned to you in step 1.
