I have no chatting software, the hacker can view my webcam, my desktop, my microphone, open up my programs, control my computer(shutdown, restart) and who knows what else he can do.

Sounds like you've been caught out by a RATTER. He is most likely using some sort of REMOTE ACCESS TERMINAL connection.

Mostly these are distributed as scripts in something that is installed or initiated by someone that has access to your PC, these people are not very sophisticated so you might be able to resolve the issue with the information in this link. There's some more information about it here.

Of course he's been ratted, I don't think you can send/receive files send error messages and chat with remote desktop and some chatting software...

Good, so now that that's clear, how about a solution.

I'd suggest running virus scans, if the ratter keeps making this impossible then a bootable AV CD.

It's unlikely that a virus scan would pick anything up as a remote access connection is a legitimate support tool in most cases, however a vulnerability scan might offer you the option to disable remote access or identify if one is in use. I would suggest scanning while your PC is not connected to the Internet so either switch off your router or disconnect the network cable before scanning. Also disconnect web cams and mic while you're connect to the net until the issues are resolved.

All antiviruses detect RATs, and they detect crypters(making rats undetectable) unless the RAT has been specially hex edited.
Disabling remote access doesn't affect the RAT.
