Microsoft Office 2013 What is the purpose of Local installation only or Click-To-Run?

I removed and reinstalled office but I did not get any results. When I click run on the adminstrator options. What is the purpose of MS Word? I can not open any file from the Microsoft Office suite Like word,excel and powerpoint.
