Thanks but I already got it running. I just end tasked the windows defender and run the installer. It's a legitimate gaming site btw.

So I downloaded an installer of a game game and it is 100% complete but it seems that I can't run the file. When I double click on it it just loads forever and I also noticed that in the Task Manager the Windows Defender is the highest in memory and cpu usage. Screenshot of the downloaded file...
