Its not what you are thinking. Everytime you Restart the Windows 8 PC, you have to first establish internet connection and then click RESTART ICS. Within a few seconds other pcs on the net can access internet. With windows 7 or earlier versions of PC, ICS DIDN'T HAVE ALL THESE PROBLEMS...
