Just taking a wild stab in the dark here as I don't use IE but have you checked your keyboard settings on the bottom of your screen (that ENG button on the lower right on the Task Bar)? Mine got mysteriously changed to French Canada the other day and I couldn't use my number row.

Ok, I ran "The Time" with my Task Manager open and monitored it throughout the evening. Runtime Broker steadily got larger and larger as the night went on and got to about 500MB. I uninstalled "The Time" and Broker immediately fell to 1MB. It never got above 5MB for the rest of the night...
You know what? I have The Time installed on my Metro. I'll uninstall that and see if it helps. If it doesn't, I'll run VMMap as club suggested.

I noticed if your system has to Restart, it doesn't use Fast Start and will take longer than normal.

Pretty much the same here. I don't use MS for any of my daily activities (Mail, Messaging, People...BING???) so I deleted all the original bloatware and just pinned all my frequently used apps to the Metro screen.
I haven't seen an ad on the internet in almost a decade. I've been using FF with AdBlocker and NoScript for years. No banners. No ads. None of those annoying forced ads on YouTube.
And my cookies get deleted everytime the browser closes.
