Because my first few times rebooting (with safe mode as a boot option), after making that change (to legacy), resulted in having the Win 8 GUI boot menu. But that's in a VM where I do all sorts of crazy experimentation.

Get back legacy safe mode access win 8

Run Command prompt as Admin and type (copy/paste the following line):
bcdedit /set {default} bootmenupolicy legacy
press enter
F8 will now work as it used to. No need to do all the other stuff.
to revert:
bcdedit /set {default}...
Run Command prompt as Admin and type (copy/paste the following line):
bcdedit /set {default} bootmenupolicy legacy
press enter
F8 works normally (as in Win7) during boot.
