Changing the network location type of my network to Private under the Network List Manager Policies section of the Local Security Policy control panel seems to have fixed the problem, at least it survived one reboot.

Thanks, but that article didn't seem to help. I'm not setting the network to Public, I don't want it set to Public. I've set it to Private by going to Change PC Settings, clicking on Network, clicking on my network connection under Ethernet, and then sliding the Find Devices and Content switch...
