In my case, Ztruker's post led me to disabling the Norton Suite which was apparently factory installed. Disabling cured the issue.

As an additional observation, safe mode with networking "cures" the problem. Regular rebooting generates the symptom (no browser functionality -- IE or Firefox) again.

I have a Toshiba Satellite laptop that has had this issue in the past. Previously, I was able to correct the browser problem using the methods outlined by Chev65. This time, after restarting the laptop, the browser works for about a minute.... then nothing. All Win8 tiles continue to update...
