My issue was Norton that came with Xfinity. I reinstalled Norton and the issue was resolved.

Thanks for responding to the issue. One of the threads that you pointed out is the same issue I am having. I cannot get get to the power off button once I click to open any apps or click the desktop icon. It starts reloading and the only way to power off is force shut down.

From the Start screen, when I go to desktop mode, it will first show the desktop. After that it will keep on reloading the desktop. It will not open any files or programs. I cannot even shut down the computer since the desktop does not remain stable. I have to force shut down the laptop using...
