I was having the same issue. I found that the shift key on my keyboard was causing windows to think I was trying to type a tilde, which is also on my esc key. For now I am using ctrl+shift+fn+esc to force Windows to register the esc key properly. It's a bit cumbersome but I'm happy with it for...
