SOLVED: it appears as though it is a recent update that has caused this, update (KB3072318). i found the answer on the below thread https://www.reddit.com/r/techsupport/comments/3f4yz9/my_jump_list_icons_are_huge_and_weird/

I have had the same issue appear today, i have tried all the above solutions and still no change.
