It's 2018 now. I have my brand new Microsoft Surface Book 2 with Windows 10, and the same problem. I had this problem in my Lenovo Yoga, but I was sure it was because of some Lenovo driver. But now it's Microfost Surface and I figured out that hot keys just don't work for any Ukrainian keyboard...
