Wintel Pro W7 UEFI installation

I am attempting to do a UEFI installation of w7 to replace W10 on a Wintel Pro mini PC as a MBR boot USB doesn't boot although I did look for and not find enable CSM and legacy USB in bios. I have tried both UEFI options on this thread as well as several others. The result is as per below a locked screen with a red bar across the top. Initially windows loads files OK. I have also shelled bootmgfw.efi as saved on the USB stick with the same results. Fast boot and secure boot are disabled. My W7 iso is a download from Microsoft.com. The W10 presently on the PC is unchanged. What might be causing W7 installation to hang?

Still no luck even with a one hour wait at the "windows starting" screen but have a question. As my USB stick boots when in UEFI mode does that indicate it is also boot capable (other factors aside) in MBR (regular) mode? My bios never sees the USB stick when configured as MBR. I have searched for a legacy boot mode also with no luck.

Has nobody an idea?
I am one step further:

> I could boot from the stick

To replace W10 on a Wintel Pro mini PC use windows 8 in place of windows 7. W8 worked and windows 7 didn't.
