Attempted Execute of No Execute Memory after fresh install

So today I did a fresh install of Windows 8.1 that I downloaded from Microsoft's website onto a flash drive because my Windows 10 had issues and the reset didn't work for it so I had to downgrade. As soon as windows did the first part of the install, I got an error message when it restarted, to finish installation, that said Attempted Execute of No Execute Memory. Then my computer resets again and another error pops up telling me I have to reinstall windows again. So I try this and the same thing happens. Does anybody have any ideas? I have an iBuypower Desktop

When you installed windows, did you unplug all usb devices like printers or wifi dongles?
