Error Code:0xc000000f

Hi ,
when i boot up my Toshiba Satellite L40-A-022 , windows 8.1 i am getting the following error
Recovery
Your PC needs to be repaired
A required device is't connected or can't be accessed.
Error Code:0xc000000f
you'll need to use the recovery tools on your installation media. if you don't have any installation media etc...

The laptop can't boot up even to the safe mode

I am assuming the HDD is toasted, I ran the ubuntu tools to check the HDD and it seems to be not okay, however i got a new 1 TB HDD and trying to clone the old HDD
I used the migrate easy program to initialize the new HDD and then used the Macrium Reflect program to clone the old one, but the cloning just failed

I am wondering if there is any suggestion out here

PS. I don't have any back up image or CD, just the old HDD

any help will be greatly appreciated
