    You can download it thru Download Center Download: Microsoft .NET Framework 4 (Standalone Installer) and then install.

    It is best to use Windows 8 Update for .NET, drivers and all Microsoft software in general.

    Microsoft would not recommend installing updates just for fun - usually updates fix security issues !
    Also new MS software and new OS components may need the suggested updates.

    I've experience it before after I install the OS that .NET's are not included in Windows Update, what I did I made it my self to manually install.

    .NET Framework v4.0.30319 is installed by default in Windows 8 Release Preview.

    To repair an installed Windows 8 system there are several ways.

    I would suggest running
    sfc /scannow
    on elevated command prompt or on recovery console.

    .NET 4.0 is even an installable option for Windows 8 PE (WinPE 4.0).
    (For the first time .NET is an installable option in WinPE - until now it was not easy to get .NET installed in WinPE !)

    How come it happen sometime that when I install a software need the .NET 4.0 were did not recognize from the OS itself?
