Win8.1 Timezone Setting during setup?

When I installed Win8.1 during the setup phase I did not have the option to set my Timezone. I had to set it after I had booted into Windows.

Is this by design in the Win8.1 installation?

I used the media creation tool to boot from USB flash drive.

Other then this minor issue during setup, Win8.1 runs great.

as far as I remember when installing windows 8 you can either set it manually or if you install windows and when it asks you about the internet you can connect and it will then set the time.. is that what you mean?
