Windows 8.1 still can't find Recovery Environment

I looked through this post http://www.eightforums.com/installa...y-could-not-find-recovery-environment-20.html and while I tried some things there to get my recovery environment to work, I am still having issues. I have included an image of what my partitions look like. I don't have physical recovery media but believe if I can get the Recovery Environment to work I can move on with reset.

When I tried to use reagentc.exe as in the one example reagentc.exe /setreimage /path R:\Recovery\WindowsRE /target C:\windows, it said WindowsRE not there. I went into C:\Recovery\ and the only things in there are a log folder and reagentold.xml

And when I try to set id for my 5th partition, which is the 17GB recovery image, it says it is in use and can't do it. It suggests using the OVERRIDE perameter but I don't know how.
