problem installing windows 8.1

I'm trying to install windows 8.1 on a packard bell tk11bz but it stucks on "Setup is starting".I've changed hdd yesterday,now i have a seagate 500 gb but before i had a samsung 160 gb,now is broken (the samsung)

While I'm not sure if this will fix your problem, it fixed mine.
Step 1, use DBAN to completely wipe the drive clean.
Step 2. Check motherboard bios and make sure there are no settings that protect the boot sector on the drive. While you're there, look for other things that prevent software from modifying your hard disk boot sector or any other thing of that nature..

Step 3) Remove all other drives except the drive your installing Window's onto.
