Windows 8.1 Refreshing - Could not find a recovery envir..

    Hi.
I'm really having a hard time refreshing my 8.1 laptop.
Before me further explaining what happened please bare with me since I'm not really a techie person.
Okay. Im having issues with my laptop (unwanted pop ups, browsers/apps wont open up when I try to open em up...so basically its just not working properly) so I ended up wanting to do the refresh thinking that it'll fix everything but more problems came up...
    1) its giving me an error message "Could not find recovery environment". and I don't really know what does not mean.
2)I tried "creating" the "Recovery Environment" totally depending on google and youtube doing it but its no good cause most of the times Im just lost.
3)I tried following this thread Windows 8.1 Recovery - Could not find recovery environment but still could not get the refresh working.
    4) now my laptop is getting worse, I cant even transfer a movie/files to any external drive.
    5) also, there are times when I turn on my laptop im getting an error message. I was not able to take note of it but its kind of about my temp files that's its invalid, that sort.
    6) I don't know where to start... OMG I'm just really lost right now and all I wanted to do is refresh my laptop.
    PLEASEEEEEEEEEE!!! I need help.

That linked thread is very long -- and you failed to tell us (1) how far you got into the process, and (2) what specifically did not work. So, all we know at this point is that refresh is not working on your PC.

Also, you said you tried creating your own Recovery Environment -- but you did not tell us what you changed in the process. If you repartitioned your drive and/or made changes to any existing Recovery partition, that virtually guarantees that refresh is NOT going to work.

You also said you can't transfer files to an external drive, but you did not tell us what happens when you try to do that.

My best guess at this point is that you will end up having to do the following:
    1) Download installation ISO for Win8.1 and create bootable installation media for that
    2) Do a clean reinstall of Win8.1 using that installation media -- losing everything in the process if you can't get transfers to an external drive or USB stick to work.

How to download and clean install Windows 8.1 if you have an OEM computer with UEFI firmware (BIOS) embedded Windows 8/8.1 product key. -> link

Do not delete the partitions on your hard drive, if you have important files on your hard drive and you will not be able to backup your files.

    - Select the partition on which Windows is installed (see screenshot below).
    - Click on the "Next" button.

    - You will receive the following message (see screenshot below): If the partition you've chosen contains files from a previous Windows installation, these files and folders will be moved to a folder named Windows.old. You'll be able to access Windows.old, but you won't be able to use your previous version of Windows.

    - Click on the "OK" button.
    - The installation of Windows will begin.

*Okay Im trying my best to understand every bit of what you said. *sigh*
for your question (1) I tried to do the process up until doing these commands.
    diskpart
    select disk 0
    list partition
select partition # Note: Select the Windows RE tools partition.
    set id=de94bba4-06d1-4d40-a16a-bfd50179d6ac
select partition # Note: Select the 350 MB or 450 MB Windows RE tools partition (if you have this partition).
    set id=de94bba4-06d1-4d40-a16a-bfd50179d6ac
select partition # Note: Select the Recovery image partition.
    set id=de94bba4-06d1-4d40-a16a-bfd50179d6ac
    list partition
    exit
after that I did try to do the refresh again but before its asking me for the Recovery Media but after doing the commands Im getting a message saying that "There was a problem refreshing your PC...There were no changes made" something like that.
    (2) I think what did not worked was creating the Recovery media.
I'd love to post screen shots here for all the things I did but I cannot even save anything on my PC.

As for the transferring of files its giving an I/O error... (I can post a screen shot for this one.)

And by the way my 8.1 is just an upgrade from windows 8.

    Thank you guys for replying.
For some reason my PC got better..I restarted it and something like Scanning and Repairing thingy happened..
Then when I tried to like save things, open up those apps that is not working before and now is already working, and transferring files is also working.
I also went to the Refresh option and it went back to asking me for the Recovery media so I guess what I need to work on now again is creating/looking for the Recovery Media.
I'll just update you guys what happens...but I really appreciate you helping out. thanks
