Cant install win 8.1 from app store after a laptop refresh

I have refreshed my windows 8.1 and own need to re-install the 8.1 app. It keeps on prompting to update. I have followed the on screen instructions and updated the apps except for a camera app that does not update. It shows updating for hours but nothing happened. So I cannot install 8.1 from the app store. Any Ideas please

Try creating Windows 8.1 install media (need a blank USB stick to do this) then installing 8.1 from scratch (clean install)
