How do I instal OEM OS on a new hard drive?l

My son's laptop is running Very very very slow. It is a Dell Inspiron 17R SE. I have tried using the 'Reset PC' option to return it to it's factory settings and I'm getting the following message:

    "Hardware reporting failure
    WDCWD10IPVX-75JC3TO ATA Device
    Volume C:"

I'm assuming I will need to replace the hard drive right?

My question is... If I get a new hard drive how do I go about installing the Windows 8 OEM OS onto the new hard drive with no installation media?

Thanks for your help guys. My son is desperate for me to get his laptop up and running again...
