secure boot is a feature that prevents anything from loading before the OS unless it has the proper certificate.. It is not really a feature of windows, although the firmware gets the certificate from windows

Install again only this time delete all partitions so there are none showing then left the installer create the necessary partitions. That may fix it.

Secure boot only works with UEFI partitions, how exactly did you format your hard drive?
Is your disk formatted as GPT or MBR ?

I did a zero fill i originally formatted the drive with vista but windows 8.1 told me it could not be installed to MBR so i had to delete the partition and reformatted with windows 8.1 , so it should be UEFI any way to tell???

It states SecureBoot is off.. verify that Secureboot in enabled in your Firmware settings.

you may have to disable SecureBoot , reboot, enable secureboot > to update the security keys

Hi,
Please perform following:
Step 1:
Post an image of disk management
to open it go to: Control Panel\System and Security\Administrative Tools
open computer management > disk management

step 2:
again go to: Control Panel\System and Security\Administrative Tools
open powershell as administrator and copy/paste following then hit enter:
Confirm-SecureBootUEFI
post output of the above command here

It's simple,
If the computer supports Secure Boot and Secure Boot is disabled
then this command returns False.

What is confusing you (probably) is that enabling secure boot in BIOS doesn't make difference simply because, I have gone one page back and re-read your first post where you said this:
Code:
[COLOR=#333333][FONT=Verdana]i deleted and formatted main partition with windows, re installed it re-activated[/FONT][/COLOR]

If I understand your quote you obviously didn't format your disk properly, just deleted the C partition, formatted and install on that just like that?

Your image of disk manager should look like this one:

Capture.PNG

Ignore my D\ drive, but as you can see you're missing TWO partitions, and the EFI partition present in your image is probably remnant of previous windows? I don't know, you need to confirm that, only you know what steps have you done while formatting C partition.

Obviously if you want secure boot and UEFI simplest way is to reinstall Windows and follow some tutorial for UEFI installation.
See this link for technical details:
https://technet.microsoft.com/en-us/library/hh824839.aspx?f=255&MSPPError=-2147217396
In the above link at the end you can find a script that you can use if you're familiar with diskpart, otherwise use some more simplistic tutorial.

There is one more thing you can do to check if your disk is GPT or MBR.
Open command prompt as admin and type:
diskpart
list disk
select disk 0
list partition

output should look like this: (Note the GPT mark)

Capture.PNG

You should also see at least 4 partitions.
Hope that help clarify things.

If you go into BIOS and change setting there from "secure boot" to "legacy mode", does that prevent you from booting the system?
If you change these settings windows should not be able to boot up. there you should see an error such as "no bootable device"
however switching the setting back from "legacy mode" to "secure boot" should start booting windows up.

Can you confirm this?
