Query on transferring Windows 8 Update to new PC

I've seen similar threads, but couldn't work out if the 100% applied to my situation, so just wanted to ask to be clear.

I bought my current PC with Windows 7 (I'm assuming an OEM version) 4 years ago. I then purchased the Windows 8 update (special offer price) when it was released.

I'm about to buy a new PC with no OS, and plan to decommission the old one.

I've read the 'Clean Install with Windows 8 Upgrade' article and wanted to clarify, will I be able to do that in my situation? From what I've read, I understand the Windows 7 OEM licence isn't transferable, but maybe the Windows 8 Upgrade is?

Thanks in advance for any help!

How to transfer Windows 8/8.1 license to new computer. -> link

Note: This Windows 8.1 installation media accepts Windows 8/8.1 product keys, both OEM and retail (for example, "Windows 8 Pro $15/$40 Upgrade Offer" product key).

Thanks - just so I'm clear, this is a legitimate use of my Windows 8 Upgrade licence, as long as I only have it running on the new PC and not the old one?
