the 300MB partition 1 is the recovery tools partition - that is the recovery your PC boots from..
the 100MB partition 2 has your system boot files..

So your disk layout is just fine..

What you are missing is a recovery image..
Without an Image your recovery has nothing to recovery from..

Was this a factory OEM install? Did you change any partitions (resize, delete or create) manually yourself? Are you wanting to create your own recovery image/partition manually yourself?

    From a command prompt(admin)
    Type> md e:\CustomImage
    Type> recimg.exe /createimage e:\CustomImage

Your OS Recovery Image will be saved on E: in a folder named CustomImage
