Error Restting "Ther was a problem while reseting your PC"
I have a Windows 8.1 Asus Notebook PC Model X102BA, and it lost power during an upgrade to Windows 10 Technical preview, which made me unable to boot into Windows, I then copyed the files from windows.old to the C Drive using the Command Prompt, which let me sign in, where I used system restore to to restore from a restore point prior to the failed upgrade. However, from that point on my computer stsrted acting weird, like not letting me make user accounts, so I have decided to Refresh or Reset it (I don't care which, my files are backed up, however when I tried to refresh from PC Settings (Reset does the same thing) I got a blue screeen with the message "There was a problem while resetting your PC.
So i'm looking for a way to either Reset or Refresh my computer, but:
I do not want Windows 10 Technical Preview anymore, I just want Windows 8.1 back!

- I don't have any kind of Recovery Media, or a DVD or CD drive.
- I don't have a device I can use to make one.
- My computer came with a Recovery Partition, but it doesn't seem to do much.
- Refreshing or Restting from the menu from pressing F9 while booting says the same thing.
- I have used the System File checker as instructed here: https://support.microsoft.com/kb/929833 and it said there were system files that had been fixed, but nothing changed.
I do not want Windows 10 Technical Preview anymore, I just want Windows 8.1 back!
