"The Specified Package not applicable to the image" DISM
Just like the title says, when integrating language packs in "boot.wim" to create a multilingual installation of Windows 8, DISM shows an error when adding the package. I followed the instructions here: Walkthrough: Add Multilingual Support to Windows Setup .

Are you using an x64 image? If so, the language pack you are trying to add seems to be an x86 version so it's quite natural it gives an error:

A good observation, I missed that. So not only is that an x86 package but also for wrong Windows version.
