Correct - diskpart appears to do it just fine, so I'm guessing what's on the USB key (contents of the Windows install) or the USB key itself is the problem here.

He can download new media here - Create installation media for Windows 8.1 - Windows Help
he should select USB media and insert the media USB into the slot and let the tool format and create the windows setup media on the USB stick..
Maybe that will fix the issue..

    - Boot the computer using the Windows 7/8/8.1 installation media.
    - On the first screen, press SHIFT+F10 to bring up command prompt.
    - Run the following commands at the command prompt.

    diskpart /s d:\partitions.txt
    or
    diskpart /s e:\partitions.txt

depending on usb drive letter - should be d or e usually

Thanks for the reply. I copied this in a text and put in on the usb. i booted cmd and typed the first command because that's the on i needed. An erro popped out and said Diskpart was unable to open or reaad the script file. I checked twice if the text was there and everything was fine. So then i decided to put the commands manually. everything was fine until i put the command set id=de94bba4-06d1-4d40-a16a-bfd50179d6ac . After like 4 minutes an error pops out and it says. THE SELECTED VOLUME OR PARTITION IS IN USE. TO CONTINUE WITH THE OPERATION USE THE "OVERRIDE" PARAMETER

Ok, since you can get somewhere..

    Boot from setup media
    F10 to get prompt
    Type> diskpart
    type> select disk 0
    type> clean

    close command prompt
    Click install
Click next, yes, and so on
don't do or click anything else unless setup asks you too.

Happy New Year. Thanks for the reply. I followed your instructions, I got to then part where you choose the disk and stuff, I clicked next and the only thing that was there s drive 0 unallocated space. I waited like 5 minutes because it was creating the partitions but then it stopped and a partition 1 popped out and it was only 300 mb.
