Solved Clean windows 8.1 install, updates will not download

Hi This is the strangest problem I have ever seen on windows.

Basically I clean install windows.

No 3rd party software installed.

Windows updates set to check but not download and install (same as I have always configured windows).

I check for updates it finds them.

I choose the updates (all important updates) Now the problems.

Some of the updates download and install but certian updates will not download.
No error occurs it just sits there.
One such update is the IE11 cumulitive security update, it downloads to 27% and sits there forever, whether I give it 1 hour or leave it overnight, it stays at 27%. I thought maybe I have a bad image, but I redownloaded the iso, reinstalled, same problem. Any ideas? The things I can think off.
1 - Its a bug, but surely if was would be lots of complaints of same issue on the net.
2 - Its my isp, likewise my isp forums be full of complaints.
3 - Its my network equipment? possible but I dont have the issue on an my windows 7 machines, and all other internet stuff is ok.

Obviously this is a first step, I cannot deploy win8.1 to my rigs like this. All I can think off is trying to get either a 8.1 iso without update 1 integrated, to see if that works. Or a 8.0 iso.

My main rig is win7, I am testing win8.1 on another rig.

The windows troubleshooter is useless doesnt work.

KYHI, how can I install updates that dont download? Rebooting does nothing.

This is not a rig that has loads of 3rd tuning, tweaks etc. and become broken it is brand new clean install of windows.

Restart and let the other updates install
Like KYHI say's but after the restart stay off-line first go to windows update and click install(do not try to download-just install what you have first) then reboot... then download until it stops or doesn't seem like it's doing anything-keep repeating until everything is installed. My experience was that I had to load the updates like this in stages. Once I figured out what to do and got the hang of it, everything went smooth(had to do it a second time after a refresh, now I have a custom refresh image with all my programs and data files) . It has to do with major kernel updates with new functions and certain ones must be installed(remember what microsoft said about everyone needed windows 8.1 update before they got anymore security updates?) first before other ones and they require reboots. In Linux it's a bit easier because they "upgrade" major kernel changes instead of just "updating"...which is what windows 10 should bring also. I see in your specs you have the new samsung 850 pro so the installing and rebooting part should go fast for you, and when you have a good internet connection it shouldn't take you too long.

ok a bit more detail on the windows update tool.

It runs says it fixes 3 problems, I reboot, I try to download again, it reaches 38%, the same every time on the remaining critical updates, but stop there, no more network traffic, doesnt time out, just sits waiting foreever, if I rerun the tool it fixes the same 3 problems, repeat forever.

I am going to look for an 8.0 iso if microsoft still have it for download and will see if I can get a working system from that.

Install what? it has to download before installing. This OS feels like its still in beta, even win10 is more reliable.

The test rig is not as good as my main rig, but here is spec, it is still decent, I will put it later in the profile.

new corsair 500 watt psu brought for it as a spare psu I had I felt was inadequate.

First is windows activated.
Go into Task manager - processes and stop windows update. go into windows directory and delete software distribution folder
restart windows update

Many times on a large download of updates - It will stay at 0% then go to 98% yesterday was also update Tuesday.. so the ms server is loaded

Just relax it was do it's thing

38% of what?? 1GB of 42 updates

Are you getting Code 8024402F when you try to download? I get that still when I manually check for updates sometimes, but after a few tries it catches. You can also go here to microsoft support and try the windows automated update troubleshooter. Also try here too. If they don't help open notepad and copy and paste this

Its specific updates that stick, its not random it is consistent. This is not due to congestion I know that 100%.

If I update windows 7, 5 minutes later its all done.
I have spent 2 weeks on this issue.

I get no error when trying to download, I just have to hit stop after leaving it for several hours doing nothing.
However if I hit retry after hitting stop I do get an error which doesnt go away until a reboot, when I next see that error I will let you know if matches.

Regarding activation, the first iso was a 8.1 pro iso which I added a EI.CFG to the sources folder so I could skip using a key (not using a commercial activation on testing pc), the current ISO is the 8.1 enterprise ISO which auto activates itself for a 90 day trial. So is activated. Both ISO's are downloaded from microsoft's website.

Is this the sort of issue 8.1 has every month? or is this only a problem on the first batch of updates?

For me it was only the first in stall and a reinstall after thinking something was wrong(later found out there wasn't). All the updates from 8.1 thru 8.1 update to the day I installed. But yeah both times.

Thanks, it would seem this is the only way, I have been using KUC on windows 7 which is a similiar tool, but the 8.1 updates on KUC were last updated in september so isnt been maintained well, hopefully this one is.

The WUD app needs .net framework.

I went to programs and features and enabled .net framework, it needs to download files of windows update LOL

guess whats coming.

The bar gets to halfway downloading then sits there, forever, no throughput.

I am considering to see if I can get this pc online via 3G to see if my isp is messing with windows update traffic. This is weird.

If I try any of these on its own so one at a time it also fails.

ok also checking the update history log I have found error codes.

Error details Code 80072EE2, the same code for all 5.

what happens if you pick them one at a time ,download one, then install it ,ect ect

Ok i am trying something new as I have a VPN on my router I can toggle on/off.

I am downloading .net 3.5 now via windows update using the vpn and its reached 80% and still going, so could be an isp issue.

How about installing net framework offline from USB/DVD:
Dism /online /enable-feature /featurename:NetFx3 /All /Source:X:\sources\sxs /LimitAccess

Where X: is the drive of Windows Installation media
