Solved Unable to Enable BitLocker, Win 8.1 Pro OEM

Just installed Windows 8.1 Pro OEM and can not find BitLocker. Tried searching, tried control panel, tried tutorials for BitLocker, just doesn't seem to be available.

Win 8.1 home came on my laptop, I just bought Pro for a few reasons, one being BitLocker...

It's an 2014 ASUS Republic of Gaming laptop, so I am certain it meets the hardware specs. Should it say Win 8.1 Pro in System? It only says Win 8.1; however, the product key says Pro and the disc case is blue.

Yes it should say Windows 8.1 Pro on the system page under Windows Edition. The blue logo will just say Windows 8.

@Zaxx81, did it come with Windows 8.1 preinstalled? Did the Windows 8.1 pro DVD come with it? If it is only 8.1 Core you can click the Add Features on the system page and enter your pro key to upgrade to Pro. Keep in mind though, if that pro key has not been used on any PC, it could be used to install 8.1 Pro on another one of your computers. Is it a regular Windows DVD or is it branded with an OEM logo?

My laptop came with Win 8.1 core; I purchased 8.1 Pro OEM x64 and performed a fresh install from the DVD. I have built hundreds of systems; however, this is the first time I've installed an OEM version of Win 8. The product key has not been used before.

Does Windows 8 know that core came with this laptop and that's why it won't let me install OEM Pro? I just did a reinstall, it never asked for the product key and if I try to change the product key it says it won't work with this system.

So I think I figured out my problem. When I performed a clean installed Windows 8.1 Pro OEM onto a laptop that previously had 8.1 core, it simply reinstalled or enabled 8.1 core. I used the Pro OEM media; however, it never prompted for the product ID.

I successfully upgraded to 8.1 Pro via System Info and since my PC is truly a custom build, I will attempt to install the 8.1 Pro OEM on it next week.


I've custom built 100+ PCs earlier in my career; however, this was my first experience with Win 8. I'm noticing that it is very aware of what it is installed on and it seems to treat the different versions as disabled features.

The DVD read and used the OEM embedded key in the BIOS and installed the matching 8.1 Core. My TechNet 8.0 ISO does the same thing on my ASUS laptop, it came with 8.0 Core. Microsoft changed the way OEM activation works with Windows 8. The factory OEM key is embedded in the BIOS and each PC has a unique key. It only applies to OEM PC's that come with Windows 8 pre-installed at the factory. If you bought a motherboard from say NewEgg, it won't come with an embedded key. You'll get prompted to enter one during the install.
You could add a PID.txt file with your Pro key to the sources folder of the install media and it would bypass the OEM key and install Pro. Or as already mentioned, just enter it though add features. I did that when I first got my laptop with one of my TechNet Pro keys. Then I added media Center.

EDIT: before Windows 8, you would have to have matching branded OEM install Media for the factory OEM activation to work. There were custom files added to work with the custom OEM BIOS SLIC table. With Windows 8, standard Retail disks can read and use the OEM key without you ever having to know what it is.

Windows 7 and i'm not sure how far back but Pro has been there all along, just not activate features turned off until you put in your Pro product Key. Once turned on all features are available no need to reinstall again.
I am curious this is a custom build did the Windows 8 come with the motherboard? if not I don't see how your win 8 serial number could be anywhere besides on your hard drive? If that was so then a Diskpart " Clean disk" would have removed it?

Yes there are versions of Win 8.1.1 that are Core only and Pro only also there are ISO's that have both Core and Pro 64 bit on them.
I Clean installed 8.1.1 pro by using the Generic Key for Pro, then activated using my upgrade Win 8 Pro product Number. I did not have to use Add Features for pro to be there. However I did have to use add features to have access to Window Media Center and put in the WMC Key for that. Which now, my activation is actually on the WMC Key.

OK, I missed that the 8.1 Pro was an OEM version. I know for a fact that Retail keys work though Add Features, I didn't know OEM keys wouldn't though.
