Windows boot order problem

I have a SSD and a HDD. I installed Windows from a flash drive, so I inserted the flash drive and restarted the computer and entered the BIOS setup. I changed the boot order so Windows would see the flash drive. The OS was successfully installed, and I went back to change the boot order.

What I noticed was that the order was now as follows:
Boot Manager (SSD)
P1 Samsung SSD
P2 ST1000Dm003

I think there's also an external HDD that is listed. With the current order as listed above, Windows starts with no issues. If I change the order, Windows gets to the lock screen and can't proceed past that point. I don't know why the external HDD needs to be listed in the startup. It's just a storage drive; it doesn't have any OS on it.

The OS is on the SSD.

There is no need to change the boot order settings when you install Windows.

- Connect your Windows 8 USB flash drive.
- Restart the computer.
- Press the correct key to enter the boot menu (see this link for help).
- Select your USB flash drive from the boot menu.

The issue I posted about is after installing Windows. I'm trying to determine why the external HDD is listed. Shouldn't the startup be SDD then the HDD and then maybe an external HDD?

After the install, Windows didn't even see the HDD. It had to be added later.

When installing Windows, only the SSD/HD where you are Windows installing to should be connected.

Maybe some of your boot files are installed on the wrong device (Hard Drive)

Or, do not change the boot order, if Windows works ok.

Why do you want to change the Boot Order? What I've noticed, is that on PC's with a UEFI BIOS, the BIOS lists "Windows Boot manager....." as the first boot device. On PC's with no UEFI BIOS the hard drive Windows was installed to, is listed as the first boot device.

Windows Boot Manager should always be first boot device.
