How May I Refresh Windows 8.1 Without Media?

Hi,

I upgraded Windows 8 to Windows 8.1 via the Windows store and so
do not have a DVD or any media to do a refresh or recovery

I need to refresh Windows 8.1 as many of my apps do not open.

How may i do this?

but when i went to refresh windows cannot
find any media again.

No this will not work as it prompts me to insert media and i do not have any

Which apps are not opening, Windows Store Apps or you own 3rd party apps. Are Windows Updates all installed.

Some apps are working but apps like Skype, The Music and weather and also travel apps have an x
and will not open

If you don't have an OEM PC that came with Windows 8 preinstalled and you updated Windows 8 to Windows 8.1, then when you refresh or reset Windows, it will reinstall Windows 8.1, but only if you have Windows 8.1 USB/DVD installation media.

Note: You must insert Windows 8.1 USB/DVD installation media.

If you don't insert any installation media or if you insert Windows 8 USB/DVD installation media, then you receive the following error message (see screenshot below).
