Windows 8 boot priority device not saving on BIOS

Hi all, i'm new to win 8 so please be patient with me.
The thing is as follows, i wanted to do a fresh windows 8.1 install (i have a samsung NP500P4C-T03CL notebook with windows 8 OEM preinstalled and when i updated to 8.1 the system went slow and "faily"). So i put the CD on the drive, but for my suprise when i reboted the system to enter the BIOS the F2 key didn't do the job, nor it appeared on the splash screen on samsung. After googling a lot and under trial/error concept i could enter the BIOS via Shift+Restart. I did some changes to the BIOS booting set-up and noticed i have 2 Windows Boot Manager, the CD, the HDD and one option called "SETUP" that has a "!" ("!3.Setup"). So i tried every combination posible with Secure boot unabled, and UEFI+CSM OS, also with UEFI disabled, and none gave me the option to enter bios with F2, or recovery with F4. I managed to install win7 on another HDD. Main thing, besides the F2, F4, F8, F9, F12 (yes i prove all of them, even ESC), is that whenever i change the boot order it's not saved, and it is restablished to:

1. Windows Boot Manager
2. Windows Boot Manager
3. Setup
4. HDD
5. CD

Also i noticed that on the password options the one for the HDD appears grayed and as "FROZEN". I entered user and supervisor password, neither cleared the HDD one. So anyone having any ideas, i want to keep the BIOS update as a last resort. Please enlight me fellows i'm disturbed and annoyed on this issue, (clearly it's not hdd related as the same thing happened when i tried another hdd with win7).

It sounds as though you are having a hardware problem. Check in with you manufacture

If Not a hardware problem

Remove all hard drives from your computer except the disk you want to install window on.
Install window and reboot
update windows and reboot
Ok now you have a booting OS Yes?
Access you other drives VIA USB and delete the boot partitons or make them Logical what ever you need to do to get rid of the boot managers on those drives
Then re install all your drives and boot up problem solved

Password protected hard drive with out the password you might not be able to open.
you could try to use diskpart to Clean it and convert to GPT
Booting and partitioning of GPT
1.Boot from the Windows 8 install media (You must initiate this boot from a device labeled as a UEFI device, or the installation of Windows 8 will produce an error that the OS cannot be installed to a GPT partition) These UEFI boot devices will have a prefix UEFI: "name of your device", and show as a boot option in your UEFI.
2.After booting to the UEFI device you see the Install Windows 8 screen, press Shift + F10 to open a command prompt.
3.Type Diskpart, press Enter
4.Type List Disk , press Enter
5.Type Select Disk # (where # is the number your drive shows up as), press Enter
6.Type Clean, press Enter
7.Type Convert GPT, press Enter
8.Type Exit, press Enter.

Tried this, as the HDD i want to install is the one that already HAS win 8.1, it directly boots into windows (because of the boot priority order not saving properly on the BIOS)

How to get rid of the Windows Boot Manager? When i installed win7 on another HDD they also were there.

Use Minitool partition wizard, make the drives not active, change them too logical from Primary. Delete the OS from the other drives in the end if nothing else work back up your Data and Clean those other disk and format them as logical drives.

If what you are trying to do is run a dual boot, Win 8.1 and Win 7, you should read the tutorials on Dual booting, in my experience it is best to let Win 8 control the dual boot. At boot up it will give you a choice whether to boot Win 8 or Win 7 its a much better interface than the Window 7 dual boot UI.

To do this it is best to have Win 7 installed then install win 8 to a different hard drive, Win 8 will control the booting up
