Move OS From HDD To SSD

Which way is better?

1. Remove Hard Drive and install Windows on SSD. Then add HDD and select boot from SSD. Then delete OS from HDD.

2. Delete files from HDD. Then clone HDD to SSD.

Is there a way to only clone Windows from HDD to SDD? Or do I have to clone everything?

IF by "Windows", you mean ONLY the Windows-OS-related-stuff, not the other files and data, then NO, there is no way to clone only that stuff; instead, you have to clone either an entire partition or an entire drive.

Paragon used to sell a tool that allowed you to "migrate" from HDD to SDD -- and did that by allowing you to EXCLUDE selected file types, basically, large multimedia files.

I "migrated" from HDD to SDD by first, moving all the large data files to another partition, making the OS partition then small enough to fit on the SSD, making an image backup of the OS partition (using Macrium Reflect), and "restoring" that image to an SSD (also using Macrium Reflect).
