Solved Winload.efi 0x0000428 error + USB/DVDs not recognized

I'm trying to help fix my friends laptop (HP 655, Windows 8.1), his problems started when updating to 8.1 but he might also have had virus issues that made the problems worse. Either way I'm now trying to do a clean install of Windows 7 but the computer doesn't seem to recognize the DVD when trying too boot from it (this might be a problem with the DVD though). The Windows 8 recovery option doesn't work either, it gives the Winload.efi 0x0000428 error as seen in the picture below.

Any suggestion of how to do a restore or clean install would be appreciated.
