Can't upgrade to Windows 8 from Windows Vista

I'm using Windows Vista Home Premium and I would upgrade to Windows 8 but when I start the Windows 8 Upgrade Assistant I always get this error (Sorry, Windows 8 isn't avaible for online purchase in the contry/region you're in.).

I searched a solution and many people said that you have to start the Windows 8 Upgrade Assistant in compatibility mode for Windows XP (Service Pack 3). Sadly this option is not available (there is only Windows XP Service Pack 2), I even tried a VPN with no success.

Is it possible to start a programm in compatibility mode for Windows XP (Service Pack 3) under Windows Vista or is there any other way to fix my issue?

    Best regards.

I don't believe that you can "upgrade" from Vista to Windows 8. MS generally supports upgrading only from one version to the next. This is in keeping with them not supporting upgrading from XP to Windows 7. I believe that you would have to do a clean install of Windows 8.

If you're running Windows Vista or Windows XP, you'll need to perform a clean installation with a DVD. Make sure to review system requirements before buying a DVD. For more info, see Upgrade to Windows 8.1 from Windows Vista or Windows XP.
