no OS on my restored HDD help

I have an issue where my computer wasn't running properly,

I have a HP envy 15-j084ca and i restored back to factory and ended up deleting the boot partition that was "unallocated"

now when ever I power on the device it give me the "no OS loaded"

just curious as to if this laptop would be down gradable to windows 7 or if it would just be better to send it BACK to where I got it from and have them take 2 months to re-install windows 8

my laptop does not have a disk drive, and the it wouldn't let me do ANY option, no safe mode, nothing.. i managed to find a windows 8.1 disk was was able to fix it thank god
