Does "refresh Windows" affect other partitions?

My Windows arrived to a state where only a refresh (or reset, but I wanted to save my files) can fix it. I've read the tutorial given by this website, i'm just wondering if refreshing windows affects other partitions?

I have a OS partition (C) and a DATA partition (D), will D be affected at all by a windows refresh?

    Thank you for your time.

    Hello Kratos,

A refresh would only affect Windows itself, and no other partitions or drives.

Great, because I have alot of personal and work files on my D partition and I currently don't have an external HDD to backup all data.

    Thank you so much, Brink

I wish that had been the case. I had a hybrid additional drive that wound up losing half of its partition after doing a Windows 8.1 refresh.

It kept the first partition of the drive (4 TB), but deleted the second part which is now 'unallocated' space. I'm running data recovery wizard to hopefully get it back.

I wouldn't have thought that a refresh would affect another drive aside from the main boot one either, but it did this time.

The long story short, I was playing an online game when suddenly I've got a runtime error which froze the screen. I had to push the power button and my laptop restarted, slowly than usually but otherwise O.K. However, when I tried to do the maintenance using the Optimize tool this is what I see...
I've recently installed Windows 8 Developer Preview (x64) on a separate hard drive partion as a dual boot. It works flawlessly, except for the minor annoyance of the Home Screen tiles "refreshing" up to 20 times on boot. What I mean is the tiles keep sliding in, and I can't stop it or enter any of...
