Windows.old Missing Files After Fresh Install

I installed Windows 8 on my laptop over top of my Windows 7 installation. It notified me (like it always does) that all of my personal files will be put in a folder Windows.old (pretty standard).

When I started Windows 8; however, I noticed that most of my installed programs were missing from my C:\Windows.old\Program Files and C:\Windows.old\Program Files (x86) folders.

Even more to my horror, I discovered that my C:\Windows.old\Users\<user>\Pictures and C:\Windows.old\Users\<user>\Documents folders were also empty.

Why would it have always saved my data in the past when installing fresh and not this time? Why is only small parts of my data still there?

Any assistance would be greatly appreciated. Panicking here...

Yes, the hidden and system files are visible. I am concerned it might actually be filesystem corruption, but why on such a mass scale?
