yes, correct. Like I said, I havent had to format a drive outside of win or win os setup environment for many years. I dont know what software to recommend. I did come across MiniTool® Partition Wizard Home Edition 8.1.1 (free) but the download process is not something I like doing, its asking me to install a download manager from Download.com. I don't do that, ever. I was going to try it first for you on a spare drive.

If you are patient, there will be others here that may have a better suggestion for software to format/delete and recreate partitions. In the meantime, Ill keep looking.

paragon (A name I trust) Rescue Kit 11 Free Edition
    features and Download page

I may of been wrong about download.com, this download seems to offer the actual software, which needs to be burnt to a disk. then of course youll have to enable bios to boot from CD/DVD ROM
It has the ability to rescue partitions, im just not clear if it with allow you to delete and re create one.

if you do this, are you capable of handling it? Im not trying to be patronizing, just that I don't know how much you do know (From the way im talking probably more than me) Im just nervous because its not my drive and helping you makes me feel a little responsible for what happens. Although it probably couldn't be worse than it is.

An alternative (if you know what youre doing) Unplug your drive, attach it to another PC, fix the Partition/Format Via Disk Management.

Your PC is booting long enough for it to find the setup disk, hence displaying "Setup is starting"
I assume then, that it will read from the paragon. Boot Disk. Im guessing Win Setup cant make sense of your Hard drive to commence setup. Hence suggesting to wipe it.

Win OS install disk is reliant on a hard drive to act, the boot repair disk isnt, it just wants to see the hard drive to act, understand?

I cant see what else to suggest, unless the hard drive got fried, its all I have, and it would seem nobody else has a suggestion, yet ...

you do only have one Hard drive yes? It had one partition?

Great, as I said, its all I have.

On Thursday, I will be hanging from an abseiling rope, in a large dome, with 2 other people fixing a metal structure.
Below me will be this lady, Holey, and a few of her friends. it would be funny if it wasn't true.
Why am I telling you this? Because over the next 2 days I have to get a routine sleep, they will not be moving the Crocks for us to work. Therefore as it is 1:15 am, I must go. I will check in tomorrow and see your progress.. Good luck.
