HELP-Reseting Factory Settings DELL Inspiron 660s-Windows

I'm becoming so frustrated in trying to reset to factory settings my Dell Inspiron 660s that uses Windows 8. Some how my ex had downloaded a interface to make Windows 8 look like windows 7. It has virus on it that I just want to reset it. I have tried to reset thru going thru change pc settings-to general-to recovery. It gives me an error code of 800....???. So I restart it, hit F12 brings up a boot window where my options are Boot Manger (clicking on this takes me back to my desktop) Boot Setup is the 2nd options, then Diagnostics (which I have run and says nothing is wrong then takes me to my desktop) then I forget what the last option is. I have called Dell to help but they want $200 to help. I have googled out of my mind how to reboot myself. Any help will save this gals sanity since I am not too IT savvy but I have rebooted before.

Thank you in advance. I wish I could just download a boot cd from the internet and do it that way. I have tried to hit F8 and nothing appears.

Have you made the OEM manufacturer's Recovery Disks?

We always assume you have made your Recovery Disks using the OEM manufacturer's Recovery Media Creator app the first day you had your new PC.
& made the Startup Repair CD. (Windows 8 only)

I would recommend you making the OEM manufacturer's Recovery DVD's or USB drive.

You can order the Microsoft official OEM Recovery disks from the OEM manufacturer's website.

I have tried most of those steps when I get to general settings and i can refresh, recover, or advance it won't do any of those saying there was a problem. It gave me an error code starting 800####. My boot screen does not even look close to what was in the youtube video. After hitting F12 it looks like attached picture. Clicking on Windows Boot Manager takes me back to desktop screen, BIOS Setup takes me to setup options, then Diagnostics just runs says everything is ok and takes me to desktop screen.

Try making the Dell Recovery disk
then
try restore from the disk.

Which of your awesome links was that again, thanks again for all your information I'm so not IT smart but the idea paying $200 to fix this just boggles my mind.
