Is an upgrade from Windows 7 a fresh Windows install?

Hi there. I am wondering if an upgrade to Windows 8 will inherit problems from a Windows 7 install? Among other things, my xps viewer does not work in Windows 7 for instance. Neither does my JPG viewer. XPS crashes and JPG doesn't do anything. Will this type of flaw (maybe they are registry problems) go into Windows 8 or does Windows 8 install its own settings? Thanks in advance for your help.
