Have you tried downloading and running the Win 8.1 upgrade assistant to see if you'll have any impending issues?

Upgrade Assistant: FAQ - Microsoft Windows Help

Note: I have never used the above but I have to assume it is accurate and since your title does not match the body of your post, I am not sure what you are trying to do unless you want to provide more specific deatils about the anticipated problems you might have. In any event, run the assistant and see if you are good to go.

    Hope this helps.

I guess the OP has an ACER One Netbook with a native screen resolution of 1024x600 that will not support the minimum requirements for Windows 8.1 (1024x768), although Windows 8.0 was less exacting in its needs, and just gave a warning that the resolution was too low to run the Metro screen.

It seems to be an awkward kludge to run an ultraportable netbook with an external monitor! I do not know if it is possible.

If upgrading, the registry modification to a value from 0 to 1 of all instances of Display1_DownScalingSupported worked for Windows 7 (and possibly Windows 8, I think), but it made some text unreadable due to the size, and generally the image on screen was degraded. The location of the key in the registry varied depending which graphics chip was used in the netbook.

It is possible that these values are not available in Windows 8.1. It may be that you need older/or newer drivers for the Intel Graphics chip on your netbook set to these values before attempting to upgrade.

It may be better to run the netbook as intended with Windows 7 starter than attempt to force it to run Windows 8.1.

A very impressive response indeed! So, it appears that the OPs "Vulcan Mind Meld" did work... but just not on me. Great job and I'll simply rep your for your intuitiveness and your detailed analysis as well.
