Install questions

Hello.

Every few months I like to format my harddrive to clear it from junk, and re-install my OS.
I am currently using Windows 8. I bought a physical copy of Windows 7 when it first came out, then later win 8 was released and it was cheap to upgrade from 7 to 8 - so I bought it. I don't have a physical copy of windows 8. (I do have the product key, though.)
I would also like to upgrade to windows 8.1 while I'm at it.

1. Is it possible to format my hard-drive and install win 8.1 directly? Or do I need to install win 8 first, then upgrade to 8.1?
2. Where can I download a win 8.1 / win 8 install file to burn to cd/dvd?
3. What if I found a System Restore point from back when I first installed win 8? -Would restoring to this point be as effective as formating the hdd? (Would it clean up the registry, getting rid of potential viruses/malware, etc?)
