Windows 8.1 Error - cannot remove keyboard layout

Hi there
If you select a keyboard layout and there's no language pack available you cannot remove that keyboard again.

I made a mistake and got this (Igbo whatever that is)

Now I've got a redundant keyboard entry that I can't get rid of.

(Running Windows 8.1 Enterprise RTM - TechNet x-64). Note you can only add language packs etc for PRO and above versions.

From what I read about this problem it's a definite bug carried over from the last version and apparently isn't fixed yet although there are some registry adjustments that seem to be working for people with this problem.

The link below shows that many users have the same problem which can be resolved with an adjustment to the registry or the charms bar.
