My desktop PC does but it doesn't have UEFI BIOS so all I ever see is the Windows 8 boot logo on that PC.
    Try disabling fast Boot.

On my OEM manufacturer's test rig.

Fast UEFI/BIOS boot = OEM manufacturer Logo.

Disabled Fast UEFI/BIOS boot = Windows Logo.

It has no effect, all I ever see is the ASUS logo.

OK, so yours is combined and I have a separate and unique option for each. I guess we just have different BIOS options. Screenshots from my mobo manual:

what Windows 8 boot logo is displayed? The one above the circling dots.
Yes but I don't see the circling dots because I boot to the desktop in 6-7 seconds.

Update: Actually, the boot is so fast, the Win 8 logo (above) only appears for about 1/2 second or so... and same for the OEM (aka full-screen) logo as well.

I have all those options on my ASUS desktop motherboard. Full screen logo just toggles my ASUS splash screen on or off. This screen when turned on flashes up before the Windows boot logo. The "Addon ROM display" option as far as I know shows POST info for add in cards like RAID cards that have their own separate setup options. Fast boot just skips some tests during boot up.

Yes that is what I see on my desktop PC that does not have UEFI BIOS. On my laptop there is an ASUS logo in place of the blue Windows logo.

Ok, I am confident about how mine works and you are confident about how yours works too! Can't say why the same options react differently. Although I paid a whopping $44.99 for my mobo when it was on sale at newegg:

    Newegg.com - ASRock B75M-DGS R2.0 LGA 1155 Intel B75 SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard

    Anyway, I enjoyed comparing notes.
