Can Win 8.1 Act as a Service Pack

I am confused about the ways to install 8.1.

I have retail version of 8.0 installed on my Dell and pretty much set up to my satisfaction using Start8. I would like to eventually upgrade to 8.1 without reinstalling all my programs and retain all my customizations. When and from where can I get a download of 8.1 that is the 'final' version. I suppose it will be the RTM that is now available but I have read something somewhere about the availability for non-technet type users later this Fall. Is that correct and will it act as a service pack so I can do what I would like to do? If I have to buy a retail copy of 8.1, that is OK but would prefer a free version.

Would someone please shed some light into this darkness?

    Thank you very much.

OK, thank you. Will that give me a file I can burn to a dvd to be used to do an update later should the need be?

    Thanks again.

Hi there Anybody installed the service pack for Windows 2012 server yet. I'd love to know if the problem of No Video from web sites has been fixed yet. I know on a server this isn't the most important feature - and with W2012 server it can be run virtually without a GUI - but if you've...

Windows 8 has, of course, been designed for touch-screen. Therefore, the way I see it, some of the features really do not work as efficiently using the mouse. I know that Microsoft after a time comes out with Service Packs for their operating systems. So here's what I have been thinking. ...
